Minutes of the January 5, 2006 OCNA board meeting were approved with a correction to the change of

meeting dates (from the first Thursday of every month to the first Monday).

Treasurer’s Report – Robert presented report.  Total of $2,567.62 in accounts.

Neighborhood Yard Sale is Saturday, April 22, 2006.  Ellen has two yard sale signs, which will be used

yearly.  She will post one on Frederick Road and one on Edmondson Avenue.  Kirby will put a sign in her yard for Summit Avenue.  Kirby will also take care of putting an ad in the Times.

Clean Up Day is Saturday, April 29, 2006.  Flyers with procedures went out with the newsletter.  We have

been approved for five dumpsters; will have one way traffic to lessen congestion.  Will get cones, safety goggles, etc.

Community Safety Meeting will be Monday, March 27 at the Library.  Ellen will get a notice in the Times

as a Bulletin Board item; Cheryl will see if library will put on marquee.  Officer Bury is presenting again on Emergency Preparedness.

Condition and Appearance of Village discussed – Village graffiti appears on the rise and it needs to be

gotten under control.  There was a discussion of the condition of the streets, litter and lack of snow shoveling.  We will approach the Chamber of Commerce after discussion of steps we can take.  Suggested to write a letter to Chamber asking why maintenance was dropped, no snow removal on sidewalks, etc.  Kirby and Cathy will work on this.  Kevin will start contacting other associations to see which ones are active and which ones are interested in working with us to approach businesses/chamber.

Larry passed along concerns on environmental issues raised by Greater Baltimore Sierra Club.  We can

pass back information regarding recycling, tax credits for “green” development, noise and light pollution (from assisted living homes).  Larry also recalled that the association needed to get back to Sam Moxley about issues regarding assisted living; Larry would add noise/light issues to our concerns.  He wants to respond to Sierra Club with what our concerns are.

New Business

-Cathy pointed out that it is not always clear what the duties and responsibilities of each officer and committee member are.  It was discussed and suggested that all procedures be written.  This could be placed in a binder to pass on to newly elected officers and committee members.

-Cathy said her goal is to publish newsletter in March, June, September and December.  Needs some support.  Maybelle said block reps can count out inserts.

-Robert brought up donation to Lurman Woodland Theatre; donation of $200 approved, same as 2005.

-The directories had been given to block reps to be delivered with the newsletter.  Thank you for an excellent job Robert!

Meeting adjourned at 8:45 P. M.
